Just a bit of randomness, mostly based on the fact that the Time Mage outfits in Bravely Default are full of derp and fail.
Seriously, the other characters make fun of the Time Mage for looking so awful.
I mean it. He pitches a fit and everything.

I do like the clock design on the dress. Guessing when it's spread out (say by spinning) it looks like a clockface.
